What changes a quote
Whether the house is in a Heritage Overlay comes first, because the City says a planning permit is generally required there to externally paint an unpainted surface and that its guidelines say to keep unpainted face brick and stone unpainted. The house's age is second: the Lead Alert guide says homes built before 1970 are most at risk of lead in the paint, and that dry abrasive sanding is not the way to remove it. The size of the job is third, since Consumer Affairs Victoria's lines on registration and contracts turn on A$10,000 and its Home Warranty insurance line on A$20,000. The waste is last: EPA Victoria's advice is to keep paint out of stormwater drains.
What a quote should say
Consumer Affairs Victoria's page for tradespeople says a quote, verbal or written, should be clear about what it covers and give a careful estimate of how long the work will take. Ask for the preparation, the number of coats, the products, the access and what happens to the waste in writing, and ask whether the quote assumes the house is, or is not, in a Heritage Overlay. The rules check below lists each government line with the date it was read. No source read for this site sets a price for painting, so ask the provider for a written quote and what it assumes.
