Painter in Bendigo

Four questions come before the colour on a Bendigo house: is it in a Heritage Overlay, how old is it, how big is the job, and where will the waste go. The City of Greater Bendigo says that under the Heritage Overlay a planning permit is generally required to externally paint an unpainted surface, and the Australian Government says homes built before 1970 are most at risk of paint containing lead.

What home painting in Bendigo actually involves

The City also says most places in the Heritage Overlay are subject to the Greater Bendigo Heritage Permit Exemptions Incorporated Plan. This site has not read that plan and does not say whether any job is exempt. A free Planning Property Report shows whether a property is in a Heritage Overlay, and its number. The Heritage Overlay page has the rest.

An older house

The Lead Alert guide is a 2016 national booklet, guidance rather than Victorian law. It says paints containing as much as 50 per cent lead were used on the inside and outside of homes built before 1950. The lead paint page covers what else it says.

Bigger jobs and the waste

Consumer Affairs Victoria's page on building practitioners says registration with the Building and Plumbing Commission is needed for work worth more than A$10,000, except for work involving only one of a listed set that includes painting, and lists using a combination of skills, such as plastering and painting, as a case where a person must be registered. This site does not say whether any painter needs to be registered: ask the painter what they hold. The quotes page covers the contract and insurance lines, and the waste page what EPA Victoria says about paint and stormwater.

The rules check on the costs page lists every line against the job's value, each with its government source and the date it was read.

The Lead Alert guide says homes built before 1970 are most at risk, and that more recent homes may also have paint containing lead.
