Painting a House in a Bendigo Heritage Overlay in Bendigo

It also says external paint controls are applied to some heritage places so that a historic colour scheme is retained. What painting in a Bendigo Heritage Overlay in Bendigo actually involves

The City says most places in the Heritage Overlay are subject to the Greater Bendigo Heritage Permit Exemptions Incorporated Plan. This site has not read the plan and does not say whether any job is exempt, or whether any street or house has external paint controls in force. The Planning Panels Victoria report on the Golden Square amendment adds that the Heritage Overlay enables its Schedule to specify additional controls, among them painting previously unpainted surfaces.

What the City's guidelines say

The City's Residential Heritage Design Guidelines (May 2026) are design guidance, not a permit rule. They say to maintain the original historic colour scheme if external paint controls apply to the building, and to maintain unpainted surfaces, such as face brick and stone, in their original unpainted state. For colour they say already painted stone walls may be painted off-white with earthy tints, for example iron oxide and yellow ochre colours, and that weatherboard colours are generally cream, buff or light stone. That is one example from the miners' cottage guidance; the guidelines give advice for other eras too.

Taking old paint off

The guidelines say to avoid sandblasting, disc sanding or other abrasive methods of paint removal that may damage the building material, and, if in doubt, to contact the City's heritage advisor. For a house built before 1970 there is a second reason to ask how paint will be removed: the lead paint page covers it.
